System Restore cannot remove malware. If that was the case then none of us would need an av to begin with.

I was not implying that at all. I was thinking about system settings that the malware changed or aspects of the system that the malware altered being potentially reversed by System Restore after the clean up is completed. Could System Restore possibly reverse some of the damage to files caused by malware?

I create new restore points every couple of months on my PC. I am wondering if that is actually necessary.

System Restore can help with some issues but it is not something you should place a great deal of trust in, a good backup solution of your system is a much better method and due to System Restore being affected by malware also it cannot provide an effective means of returning your system to a working state in all cases, it may however help with some aspects if you were to restore the system then perform the cleanup. Instead of every few months System Restore I'd suggest incremental backups on a weekly basis at the very least and full backups once per month at the very least.

I would rather get Windows 7. That way, if this ancient XP 2002 crashes, I can simply start all over. Then I would implement your suggestion.
