This MSMpeng.exe is running the CPU up to %90 to %100, should uninstall MSE and do a reinstall?

Whay is your security config?
Prior Security Software?
Any security software still installed?
A possible reason for this problem is that you have conflicting security software installed fully or partially on the PC. Remove all other security software from the PC.
For how long this CPU problems are going on?
When the CPU problem started?
It's their any chance that MSE is scanning?

There is no Scans running.
I removed all other real time Virus protection programs.
Only thing that is running is MSE and TuneUp Utilities, and that is the only two programs at start up as well.

MSE as been on the PC for over two months, and running smoothly, up until today when he got to school and loaded the PC up and he called to tell me his PC was running slow due to MSMpeng.exe runs constantly at %90 to %100. I will logon his PC tomorrow.

And the CPU usage remains at 90-100% all the time ?
Could this CPU usage be just a temporary problem as MSE is doing a backround operation?

This is the MSE Support:
https://support.microsoftsecurityessent ... redirect=1 .

You can try this :
Add the MsMpEng.exe process in Microsoft Security Essential Excluded process list.
To do so, please perform the below steps:
1. Open Microsoft Security Essential program.
2. Click on Add button.
3. Select the path c:\program files\microsoft security essentials\MsMpEng.exe
4. Click ok.
5. Click on Save changes.
6. Close Microsoft Security Essential program.
7. Restart the computer.
After restarting the computer, please check the usage of MsMpEng.exe service in the Task manager window and report the results.
